A final rule is the agency action that would place a recommended substance on the section 503A list and make compounding with it lawful. It is the step between an advisory committee's recommendation and any change in what a pharmacy may do.

Every monograph for a molecule awaiting rulemaking renders an FDA final-action line that stays unfilled until an action lands, and the emptiness is designed in rather than overlooked: when a rule issues, the entry is added, the status flips, and every page on the site updates from one edit to the registry.
